  Attached are the recommended operating policies and procedures for use of the Ravenswood Mansion.  The policies and procedures were discussed at the November 7th City Commission informational meeting, along with the revised policies and procedures for the Cool Springs House. As discussed at the meeting, a new policies and procedures document has been developed for the Ravenswood Mansion and must be adopted before staff can begin marketing and renting the facility.  The documents for each historic house are similar in content but tailored for each house.
  
With the opening of Marcella Vivrette Smith Park and the restoration of the Ravenswood Mansion and surrounding area, an official policies and procedures document is needed for the use and rental of the house and grounds. Staff researched and compared the use policies and procedures for similar facilities in the Williamson County/Nashville area. The comparison included available space, amenities, capacity, permitted uses, rental fees, reservations, insurance requirements, cleaning charges, deposits, site supervision and policing requirements. This research and the City’s experience with the cool springs house were instrumental in the development of the Ravenswood policies and procedures.
   
Included in the policies and procedures are the following recommended rental rates for the Ravenswood Mansion:
 
 
 Monday – Thursday (8:00 a.m. – 5:00 p.m.) $500 per day
 Monday – Thursday (5:00 p.m. – 11:00 p.m.) $1,500 per day
 Friday, Saturday, Sunday (9:00 a.m. – 11:00 p.m.) $3,000 per day
 All rentals require a $1,000 security deposit and $300/day cleaning fee

The proposed policies and procedures provide more details regarding other important operating issues including cancellation policies, alcohol use policies, insurance requirements, and facility use policies (i.e. tents, music, etc.).

Once the policies and procedures are adopted, it is possible that some unexpected situations may arise that will require some minor flexibility in the implementation of these policies. Staff recommends that the City Manager be given the discretion to approve minor operational adjustments/additions as needed for the efficient operation and protection of the historic home. Major policy changes such as changes in rental rates will be brought to the Board of Commissioners for approval prior to implementation.

For several years, the City has utilized the services of its historic homes handyman, Mr. Tim Stem, for the cleaning of the cool springs house after rental events.  Mr. Stem also began cleaning Ravenswood Mansion in 2016 when the previous cleaning vendor, Allpro Cleaning Services, went out of business.  The cost of these cleanings is recouped from renters through a required cleaning fee.  In an effort to ensure the City is receiving the best service at the lowest price, staff solicited competitive bids for cleaning services for both homes.  Mr. Stem indicated that it was not his desire to continue cleaning the homes, though he is happy to continue providing handyman services.

The bid solicitation was listed in The Tennessean, posted on www.brentwoodtn.gov, and emailed to a few local cleaning companies that had shown interest. Bids were received on August 24, 2017 with a total of five bids received from the following companies.  Prices below are for the cleaning services of both homes per event.

Mint Condition of Middle Tennessee, located in Franklin, provided the lowest bid at $200 per cleaning at the cool springs house and $212 at Ravenswood Mansion.  A review of the company's staffing and references indicates Mint Condition is capable of performing the cleaning services to the City's satisfaction.  The $412 total for both house cleanings is $12 more than the City has paid for these services over the past three years. 

Prior City Commission action at the November 27, 2017 meeting approved revisions to the rates and policies for both homes, including the cleaning fee per the Mint Condition bid.  The fee adjustment reflects Ravenswood decreasing from $300 to $225, and cool springs house increasing from $100 to $200.

  The marketing of Ravenswood Mansion and the cool springs house for rental events includes traditional advertising on websites and in print publications, as well booths at local non-profit events and wedding industry tradeshows.  To leverage scarce marketing dollars, the City has also bartered event rentals with local media companies in exchange for significant advertising in their publications.  

Opportunities exist to diversify the City's marketing strategies in ways that generate excitement among potential clients and further leverage the availability of the homes on underutilized rental dates.  These include contests, random drawings, and value-added promotions.  Examples of these include a contest for the best video submission by an engaged couple, a drawing for a free daytime corporate event, or offering a free baby shower to any bride within two years of her wedding at Ravenswood.  Because such promotions would require payment of cleaning fees, and there is such wide availability of the homes on off-peak dates, marketing in this manner offers a low-cost alternative to traditional methods of advertising. 

The attached Historic Homes Special Promotions policy is designed to provide both flexibility and limitations on staff's marketing endeavors. In addition to the marketing related events referenced above, the policy provides for up to six promotions a year for non-profits and businesses that would be first time users of the facilities holding events with large audiences. The goal is to increase the community's awareness of the homes, draw the attention of potential clients, and maximize the revenue earning potential of these assets.  Oversight for the special promotions is provided in the policy by both the Community Relations Director and the City Manager. 

If approved by the City Commission, the first such promotion will begin in January and will target couples who have become engaged over the holidays and are just beginning to plan their wedding.

Since the middle of March, the City of Brentwood has been operating its Historic Homes in compliance with the Executive Orders issued by Tennessee Governor Bill Lee in response to the COVID-19 pandemic.  The State's orders began with the State of Emergency declared on March 12 by Executive Order, No. 14, and a series of progressively restrictive Executive Orders followed in an attempt to contain the spread of the COVID-19 virus.  The City of Brentwood declared a State of Emergency on March 20 and operated under such until  April 24, when the Governor issued Executive Order No. 29 that partially reopened dine-in restaurants.  During Brentwood's State of Emergency, City staff worked with historic home clients to either cancel or postpone events at the client's choice.   For those that the City canceled, full refunds were provided.

Executive Order No. 30, issued April 28, further relaxes some of the previous restrictions but still prohibits gatherings of ten (10) or more persons and strongly encourages the postponement of weddings and similar celebrations, or attendance by only close family members.  The effect of this order is to confirm that Brentwood must continue to prohibit events of ten (10) or more persons at the historic homes until at least the end of May.

Up until now the modifications to the City's policies regarding events at the historic homes due to COVID-19 have been a function of the City Manager's authority while under a formal State of Emergency.  Now that the City's State of Emergency has expired, it is appropriate for the City Commission to authorize continuance of these temporary policy changes until such time as the virus is no longer a threat to large gatherings at the homes and/or the Governor relaxes his Executive Order regarding larger social gatherings.  The policy modifications are outlined below, and will constitute a temporary change to the Ravenswood Mansion and cool springs house Operating Policies and Procedures.  City staff will ensure any necessary addenda to client contracts are executed accordingly. 

 



The proposed modifications are as follows:

Clients currently booked through June 15: Those who cannot reduce their guest count to ten (10) persons or less are offered a full refund, or they may reschedule under the terms provided below.

Clients currently booked June 16 - July 15, 2020: Full refunds are not provided unless the Governor's order is extended with regard to gatherings of (10) or more persons.  If a client feels that they cannot have their event due to the Coronavirus, they may reschedule their date(s) under the following guidelines:

  • The new date(s) must be within 12 months of the originally contracted date

  • Client requests will be subject to venue availability

  • If a client chooses a new date that is of less value than their original date the client will be refunded the difference

  • If a client chooses a date that is of greater value than the original date the client must pay the difference.

Clients whose events fall in October, November, and December 2020:

  • The City of Brentwood will grant a six-week grace period on any final balances or cancellation deadlines that fall in the months of April, May, and June 2020. Clients' final balances must be paid, or cancellation requests must be submitted in writing to the Event Venue Manager by four and a half months prior to the contract date.

  • Should the client fail to pay their final balance, or contact the venue regarding a cancellation, the City will consider the event a cancellation and no refunds will be made.

Due to the evolving nature of the pandemic, staff requests that the City Manager be authorized to further extend these modifications as necessary in response to COVID-19 through December 31, 2020.

10/12/2020:CC  Resolution 2020-100 - Agreement with Mint Condition for Cleaning Services for Ravenswood Mansion and the Cool Springs House  Community Relations
  Since 2017, the City has utilized the services of Mint Condition of Middle Tennessee for the cleaning of Ravenswood Mansion and the cool springs house following rental events.  Prior to 2017, a handyman and another company were used before that company went out of business. 

The cost of the home cleanings is recouped from renters through a required cleaning fee.  To ensure the City is receiving the best service at the lowest price, staff solicited competitive bids for cleaning services for both homes.   A notice was posted in the Tennessean newspaper and on
www.brentwoodtn.gov on September 2, 2020.  Bids were due to City Hall by 10:00 a.m. on September 16, 2020.  The City received three (3) bids from professional cleaning companies.
 
Staff requested all vendors to bid on the cleaning on the mansion by dividing it in three different sections: 1) interior, 2) interior restrooms and exterior restrooms, and 3) exterior common area.  All bids were to include the cost of all equipment, materials, labor, transportation, insurance coverages, materials, supervision, overhead and any other costs necessary to render the services and perform the obligations detailed in the Contract and the “Cleaning Services Specifications” which accompany this memo.  The successful bidder will also be responsible for any other routine cleaning services necessary to prepare the Ravenswood Mansion for the next event.  Bidders were asked to provide at least three references.
 
Mint Condition of Middle Tennessee located in Franklin, TN provided the lowest bid at $200 per house cleaning at Cool Springs and $220 at Ravenswood Mansion.  They have cleaned the homes for the past three years and staff has been pleased with their professional service.  The $420 total for both house cleanings is $8 more than we have currently paid for these services over the past three years.   The new fees reflect the same price for the cool springs house and the increase of $8 at Ravenswood Mansion.

Based on this information, staff recommends the City Commission approve the contract with Mint Condition of Middle Tennessee for the cleaning service at Ravenswood Mansion and the cool springs house for the next three years.  Please see the Community Relations Director with any questions.
10/12/2020:CC  Resolution 2020-101 - Approval of a contract with BJB Construction to build an ADA ramp at the Cool Springs House  Community Relations
  Over the past year, the City’s Engineering Department has prepared an Americans with Disabilities Act (ADA) Transition Plan to guide all City Departments in meeting ADA requirements.  The plan covers all buildings and public spaces, including the City's Cool Springs House, located in Crockett Park at 1490 Volunteer Parkway. Because it is open to the public and used as a rental facility, adequate handicap access is required, at least for the first floor of the historic home.

Currently, there is not an accessible pathway for persons with disabilities to enter the public entrance of the Cool Springs House.  When a client needs to use a handicap ramp to enter the building, staff is hired to assemble a temporary ramp, which Brentwood Parks staff then removes before the next event.  The need for the use of this ramp increases each year.  Between April and July in 2019, a temporary ADA ramp was set up and removed for events at the cool springs house nine times.   

The City of Brentwood requested bids for the construction and installation of an ADA ramp from qualified contractors to be built at the Cool Springs House.  The notice for bids was posted in the Tennessean newspaper, on www.brentwoodtn.gov and emailed to several companies on September 2, 2020. Bids were due to the City office by 10am on September 16, 2020.  The city received two (2) bids from professional construction companies.   The purpose of this project is to provide a permanent accessible pathway from the existing concrete drive to the public entrance of the building.  

All bids were to include the cost of all equipment, materials, labor, transportation, insurance coverages, materials, supervision, overhead and any other costs necessary to render the services and perform the obligations.  Bidders were asked to provide at least three references.  

BJB Construction located in Nashville, TN provided the lowest bid at $36,087 which includes composite materials and an add-on project to remove the existing sidewalk and pour new walkway along with pea-gravel concrete pad.  The second and only other bid was from Mid-South Restorations, LLC for a total of $72,075.   Staff recommends award of the project to BJB Construction for $36,087.

On December 20, 2020, Tennessee Governor Bill Lee issued Executive Order No. 70 which declared a 10-person public gathering restriction for the state in effect through January19, 2021.  The Executive Order was issued to help reduce the spread of COVID-19 and preserve health care capacity.   There is only one scheduled event at the historic homes during this time for which the event attendance is seven persons.  On December 22, 2020, Tennessee Governor Bill Lee issued Executive Order No. 73 to be in effect through February 27, 2021.  Although Executive Order No. 73 does address gathering sizes to a specific number of people, the Order does state that social distancing remains imperative and that all gatherings should continue to social distance to the greatest extent possible. 

To ensure appropriate social distancing measures can be put in place, the City Manager (pursuant to the delegated authority provided in Resolution 2020-45) previously approved that clients at both Brentwood Historic Homes could continue with events only at a maximum of half capacity, as long as strict social distancing measures are in place.  For Ravenswood Mansion, half capacity is 150 people and for the Cool Springs House, half capacity is 125 people. Resolution 2020-45 authorized such modifications through December 31, 2020.

Due to the evolving nature of the pandemic, staff requests that the City Manager be authorized to further extend these modifications as necessary in response to COVID-19 through July 31, 2021, unless the COVID situation lessens and social distancing guidelines and gathering size limitations are completely eliminated prior to that date.  

The policy modifications are outlined below, and they will constitute a temporary change to the Ravenswood Mansion and cool springs house Operating Policies and Procedures.  City staff will ensure any necessary addenda to client contracts are executed accordingly. 

The proposed modifications are as follows:

Clients currently booked through July 31, 2021: Clients will be allowed a temporary reschedule addendum, where IF a client feels that they cannot have their event due to COVID-19 that they may reschedule their date(s) under the following guidelines:
  • The new event date(s) must be within 18 months of the event date scheduled by the original contract
  • Client requests will be subject to venue availability
  • If a client chooses a new date that is of less value than their original date the client will be refunded the difference
  • If a client chooses a date that is of greater value than the original date the client must pay the difference
Additional provisions for clients currently booked through July 31, 2021: 
  1. Those at Ravenswood Mansion who cannot reduce their guest count to 150 persons or fewer, and those at the cool springs house who cannot reduce their guest count to 125 persons or fewer may choose from the following options:
  •  Reschedule under the terms provided above
  • Receive a full refund of payments made  
  1.  If the facility is available for use, but a client feels that they cannot have their event due to COVID-19, they may choose from the following options: 
  • Reschedule under the terms provided above
  • Receive a partial refund of 75% of payments made

  As of May 6, 2021, the City of Brentwood Historic Sites have been operating at full capacity. Prior to that, there were capacity limitations pursuant to a series of Executive Orders issued by Tennessee Governor Bill Lee. During the timeframe of those limitations, City staff worked with historic home clients to either cancel or postpone events at the client's choice.  For those that the City canceled, full refunds were provided. 

In response to the series of executive orders and to ensure appropriate social distancing measures could be put in place, the Brentwood City Commission approved that clients at both Brentwood Historic Homes could continue with events only at a maximum of half capacity, as long as strict social distancing measures are in place. Clients that could not reduce their guest count to half capacity were offered full refunds or the ability to reschedule through July 31, 2021.

These modifications to the City's policies regarding events at the historic homes due to COVID-19 were a function of the City Manager's authority as granted in Resolution 2021-04. The authority under this resolution has now lapsed.  Due to the evolving nature of the pandemic and the onset of several clients again being concerned about rising COVID-19 cases in the fall/winter months, staff requests the City Commission to authorize a continuance of the temporary policy changes in response to the continuation of COVID-19 through December 31, 2021. City staff does not currently suggest refund options due to the Historic Sites not being under any governmental COVID-19 restrictions.

The policy modifications are outlined below and will constitute a temporary change to the Ravenswood Mansion and cool springs house Operating Policies and Procedures.  City staff will ensure any necessary addenda to client contracts are executed accordingly. 

The proposed modifications are as follows:

1.  Clients currently booked through December 31, 2021: Clients will be allowed a temporary reschedule addendum, where IF a client feels that they cannot have their event due to COVID-19, they may reschedule their date(s) under the following guidelines:
  • The new date(s) must be within 12 months of the current contracted event date.
  • Client requests will be subject to venue availability.
  • If a client chooses a new date that is of less value than their original date, the client will be refunded the difference.
  • If a client chooses a date that is of greater value than the original date, the client must pay the difference.
  • The temporary rescheduling option, unlike the rescheduling option in the policy manual, does not require the client to pay a change fee or forfeit any part of their deposit.

Todd Hoppenstedt 12/13/2021:CC  Resolution 2021-142 - Use of Competitive Sealed Proposals Process for Horticultural & Landscape Maintenance   Public Works
  The Public Works Department and the Community Relations Department currently work together to manage a horticultural services contractor that manages a number of horticultural and landscape maintenance related items throughout the City.  This work includes the entrance ramps along I-65 at Old Hickory Boulevard, Concord Road, and Moores Lane; the landscaped roundabout on Town Center Way; the "wave wall" along Maryland Way between Franklin Road and East Park Drive; the median along Wilson Pike (south of Split Log); and landscaping at the cool springs house and Ravenswood Mansion.

While the services rendered through this contractor are unique, they are not considered sole source.  However, the level of detail necessary to maintain the appearance of these unique Brentwood sites and to achieve the desired expectation requires a review of professional expertise.   

Because qualifications, experience, and competence are important factors in this procurement in addition to fees, staff is requesting City Commission approval to use a competitive sealed proposal process to assess the viability of contracting for these services. If, after receiving proposals, staff feels this is a viable option for consideration, further discussion with the Commission will occur before a contract for the services will be submitted to the Commission for approval.
